The Kenya Scouts Association (KSA) Strategic Plan 2026–2030 was developed
to guide the transformation of scouting into a modern, inclusive, sustainable, and
impactful youth movement in Kenya. It provides a roadmap for strengthening
Scouting as a leading youth movement that empowers young people with skills,
values, and opportunities to contribute positively to society. The plan builds on
the achievements of previous strategic periods (2021-2023) and responds to
emerging social, technological, environmental, and economic challenges affecting
young people in Kenya.


This strategic plan is anchored on the Association’s commitment to youth
empowerment, leadership development, community service, environmental
sustainability, and institutional excellence. The Vision and Mission statements of
the Association provided the foundation for this Strategic Plan and serve as guiding
principles for the Associations long-term direction and day-to-day operations.
With a strategic goal of transforming the Kenya Scouts Association into a
modern, sustainable, and impactful youth organization that effectively addresses
contemporary challenges while nurturing future leaders, the Association seeks
to expand the reach and impact of scouting by enhancing program quality,
strengthening governance systems, improving communication and partnerships,
and promoting innovation across all levels of the organization.


During the 2026–2030 period, KSA aims to increase membership growth,
strengthen youth participation in decision-making, modernize scouting programs
through technology and digital learning, and enhance community-based initiatives
that address climate change, peacebuilding, and social inclusion. The Association
will also prioritize its Communications, Partnerships and Advocacy through
enhanced digital communication and online engagement platforms, improved
visibility and public image of the Association nationally and internationally,
strengthened media relations and public awareness of scouting activities,
promotion of consistent branding and corporate identity across all regions and
enhance stakeholder engagement with strategic partnerships with government
institutions, development agencies, schools, private sector organizations, and
international scouting.
